How can you tell if your water pump frozen?

There won't be any water coming out of the faucets.

You may also hear water running, if your pipes run in a crawl space beneath the house. Most of the pipes I have worked on involve an outside faucet that someone forgot to turn off, before the cold season. The water pressure may be reduced; a test... turn off all water faucets and go to your water meter, see if it is still moving this will indicate that you have a leak somewhere.

Defrost them as soon as you can. If it's safe to do so, use a propane torch. After they are defrosted buy a section of 'heat tape' and wrap your pipes in this area. Cover the heat tape with purpose made fiberglass tubing. Heat tape is available in Home Depot and fibreglass tubing in most Plumbing supply stores.

I always use a propane torch, making very sure that it's safe to do so. Usually just a little heat spreading along the pipe will do it. If really hard frozen, I also mount a halogen lamp near the pipe pointing at it for an hour or so.
