The easiest answer I can come up with is that you have a filter that is completely clogged up. Usually with filtration, the outside faucets are before the filtration so you don't put filtered water on your plants and grass etc.

There is a hot/cold cross connection at one or more of the faucets at you house. make sure all faucets are shut off both hot and cold. If it still occurs more than likely you have a Moen faucet somewhere (most likely).
