Assuming that you mean "wiper blade" (blade and frame) which are replaced often rather than "wiper arm" (piece from the spindle at the hood to the wiper blade) which are rarely ever replaced, the 2001 Chevrolet Venture has the most common hook-end wiper arms. This happened to my Chevy Venture too. When I took the arm off, I discovered that the arm and the part that rotates the arm connect by a pattern of grooves, like a gear. The grooves on the inside of the wiper arm were worn down so they were not catching, causing the arm to move just a little then stop altogether. The entire arm needs to be replaced.

I have a 2004 Chevy Blazer that I believe had the same issue as you. The wiper arm has a plastic covering over it. You will need to remove it. I using a a Flat head screw driver pry it off where the wiper arm bends. This will allow the base of the plastic piece to pop off the rear of the wiper arm. You can now take a 1/2" socket and tighten up the nut that is under that plastic covering. That was the solution for me anyhow. My driver side wiper arm wasn't moving at all, but the passenger side was. Hopefully that works for you.
