I am sure that most people enjoy sunny days and good weather, because it just has a good sense about the day, like the color yellow. It's just happy and has a good feeling about it, for most people, so I am sure Bill and everybody else in the world enjoys sunny days, if only once in a while.
Depends how you measure sunny days and the location in Colorado (i.e. Fort Collins gets much more sun then say, Vail). Usually, Front Range cities (which contain most of Colo's population.. Colorado Spgs, Denver, Aurora, Boulder, Fort Collins) advertise that they get around 300 sunny days per year. As a Colorado resident, I can say that there're many more sunshine days here than you'd find in northeastern US cities (e.g. Boston, Detroit, NY) and it's much drier (Denver, for instance, gets about as much rain as LA, or about 1/4 of NY).
