He proposed a totally new central government for the US, and getting rid of entirely the Articles of Confederation, which was the old plan of government that utterly failed. The Virginia Plan proposed a two-house Legislature, and each state would be represented by their population. A state with a larger population would have more representation in government than a state with a smaller population, according to his plan. Many states did not approve of this plan. THe Connecticut Compromise, which was adopted, said that one house of the legislature would have its number of delegates based on population and the other would give each state the same number of representatives.
