A bully
A victim or someone who is being bullied. However, many people decried the term "victim" because it creates a "victim mentality". The victim feels more victimized, and helpless. So then, professionals suggested using the terms "target" and being "targeted". But "victim-targets" said the term "target" made them feel even more helpless! So like with using "the battered" for women who are beaten, "the bullied" may be the best and most appropriated term to use.

Countries are pieces of land. They don't have feelings. As for "American bullying", this is a nebulous concept. One person may call American influence "protective" or "defensive" and others will call it "bullying". However, no person enjoys being bullied.
A child can be bullied by a parent if they call the kid fat and then kicks them in the throat.
the person thats bullied will get beat up and yelled at by the parent that he is bullying
Both are equally likely. It all depends on the strength and support the person being bullied has, rather than the bullying, or type or severity of bullying, or the gender of the person being bullied.
