Probably dirty battery cables.
I have a 1994 SC2 that had the same problem, I checked the battery conditon, battery cable condition and had the starter tested and all were fine. It turns out that is was the ingnition wiring in the steering column. One of the wires was not making good connection, I found this out while trying to take the ingnition out to replace it. You will need a 5.5mm nut driver to take apart the steering column covers, and make sure you get the one behind the tilt lever.
It could be that but it can also be your starter. I also have a 93 Saturn sl2 that did the same thing to me. I replaced the starter with the the updated one that they have out and car started up afterwards. also.

∙ 19y agoThe clicking noise that you hear is the starter solenoid trying to get the starter to run. Chances are the bendix in the starter is locked up. A good fix for a locked up bendix is a few good taps with a hammer. This should free up the bendix.

∙ 16y agoCheck the neutral safety switch. If you try moving the shifter while you're holding the key in the start position you MIGHT get a little pop from the starter. If that happens your neutral safety switch might be either misaligned or just plain faulty.
Other possibilities might be: bad starter, bad keyswitch, faulty connection...

∙ 9y agoIf the Saturn Sl2 will turn over but not start, check for ignition fire first. If there is no fire then look at the crank shaft sensor and coil pack as possible problem areas.

If the starter is engaging and the starter is able to turn the engine normally, there is nothing wrong with the solenoid. Instead, I'd look at fuel, ignition and compression.
