The easiest and best way to fix it is to pull the intake manifold and replace the rubber grommet. The only other option is to try some alumaseal and hope for the best. Those grommets get hard and brittle after years of use. Best to do it right and be done with it.

The grommet in question is not apparently available separately on all cars. You may have to buy the whole pump. Changing it is easy. push down on the pump, then lift out from the top as it clears the recess it is sitting in. Then pull the pump up and out. replace the pump [if bought] and grommet with a new one reversing the procedure. If washer fluid is leaking, don't waste time looking for cracks in the reservoir until you have tried this. It depends on if you see the antifreeze leaking or it is just disappearing. If it is just disappearing then a bad head gasket or cracked head may be the problem. The smoking could actually be vaporized antifreeze. If that is the case don't run it until you can get it fixed.
