cant guarantee this will work, but it worked for me twice, i have an 01 2dr 4wd zr2 (dont know if that makes any differences). you have to get the glass up and tailgate down to really see whats going on in there
so to get the glass up and tailgate down, this is what i did- if you go in through the back, you gotta first take off the inner handle for the tailgate, two screws, easy. then pull on the panel to unclip all the clips, not too hard because its screwed on on the sides, but you should be able to pull it a few inches away from the glass, then you see where the latch for the glass is and how it works or whatever, and its not the 'teeth' or watever that is actually touching the latch and holding it in place, its a straight and flat bar slightly out and connected to it, push that (i used a flathead) down, and youll be able to push the glass up.
like i said this might not solve your problem quite yet
BUT my problem sounded just like yours, and i took a look at what was going on, and the motor was working, but the blue plastic piece that pulls back, and is supposed to be attached to a metal piece to push another piece to blah blah blha to work the latching, the plastic piece had broken, and did not connect to the metal piece. is this all makes sense now, awesome, if not, just work on it, and youll get it, i worked on mine for about 2 hours to figure out how to get the damn glass unlatched, took a ten minute break, really thought about it, went back, took me not even a minute.

No. IIRC, all models of the Blazer from 1995 - 2005 had either a single door which was hinged at the top and raised upwards, or a split door (which are extremely rare) - not a drop down tailgate like what a pickup has.
use a cutting torch
If the locks and rear window hatch on a 1998 Chevy Blazer lock and unlock by themselves, there is probably a problem with the fuse or a short somewhere. The locks are supposed to lock when the vehicle gets put in gear. Perhaps the system that tells the locks when to lock is not working properly.
Check for vacuum leaks.
