it's a problem with the blower motor resistor
Excessive curent draw, usally a weak blower motor.
My wife's 2008 Tacoma blower motor stopped working at around $70,000 miles. If you kick the motor housing and it turns on/operates at normal speed, you will have to replace the blower motor. I got one from auto zone for about $100.00, that was 6 months ago. I have a new problem now. Mine is working on all of the settings, but is very weak. I am looking at the blower motor resistor, and trying to find out how to test it.
It's possible that the motor is old and worn or the blower fan is partially caked with dust. If the vehicle has a cabin filter, it's also possible that the filter needs to be replaced.
Your blower fan is most likely cracked. The blower tends to get really loud and air does not come out at the rate it should. Think they are 20 bucks or less. Your blender door could also be broken.

You could have restriction in the air-flow camber. Remove the panel to access the blower motor and see if there is a nest (or nesting material) collected in the wheel of the blower motor. If not, reach up into the chamber with a screwdriver or stick and try to feel for something further up the chamber. If nothing is found; the restriction could be at the vents, the blend door could be sticking or the motor may be weak.
There are many things that can cause this.......... 1. The blower motor is weak. 2. The blower wheel is broken. 3. There is trash inside the recirculation door. 4. Dash controls are not working correctly. 5. Internal a/c - heating doors are loose, broken or bad.. 6. You may have a bad blower resister..
I work for a GM dealership, and referring to this vehicle, that is most often the blower motor starting to fail. If the blower resistor failed, it would probably not blow at all at certain speeds.
Bad blower motor? Plugged air duct? Bad selector switch? (air being re-directed) Bad vacuum acutated motor under dash? Vacuum leak under hood or under dash?
Have you checked the blower motor resistor pack? They have been known to rust out. It is located under the pass side dash right next to the blower motor. it has a plug about 2 inches wide with 3-5 wires on it. If your symptoms started with blower motor not working on all speeds this is most likely your problem. pretty sure this is only explained in the Haynes manual not the Chiltons. Part is a dealer item only. difficulty of this job is about a 2 only because it is so hard to get at. good luck
