I am having the same issue with my 95 Monte Carlo... from what I've read the likely problem is the turn signal combination switch... seems to make sense to me... I thought about wiring the third brake light to the rear lights.. but that will make the turn signal not work... I'm going to have to take to a dealer

The only thing common to all those lights (but not to the center brake light) is the hazard switch. I'd check that next. On my 96 Century the hazards override the signals and brake lights meaning that the signals and brake lights must be wired into the hazard switch somehow.
