You have to lift plastic cover where the emergency brake set into.There will be two nuts,which you either loosen or tighten.
There is not an emergency release on that vehicle. You'll have to pull the carpet back to pull on the cable that goes from the solenoid to the release.

My trunk release in mine is in the center console behind the emergency brake. There is a button inside.

first thing to do is disconnect the cable between the seats--there are two 10mm nuts on each cable---then climb under the car and disconnect from the rear brakes if drum brakes take off the drumm and you will see the cable--pull back on the sping on the cable,,i lock it with a small pair of vice grips--undo it from the armature and pull it through the backing plate--then pull the cable out of the boby of the car install in reverse---put the cable on the brakes before adjusting the tension in the car good luck

I had that problem today. My jetta is 2001, but there was a recall last year to change the brake switch or something because they're all connected. I was braking, but my brake light wasn't lighting up because there was some kind of disconnect. Hope this helps.
