turn off the radio, press "set" then adjust with the scan and seek buttons
On my 92, you turn off radio, then hold down the little "set" button to right of radio/clock, then, with other hand, hold either search or scan button for hours or minutes
The radio fuse on a 1998 Oldsmobile Cutlass is located in the fuse box inside the vehicle. The fuse box is located on the side of the dash near the driver's door.
You can remove the fuse; however, it also controls the horn and radio. It is the 3rd row from the left and the 3rd fuse down.
Go to the library and get a chiltons repair manual for your model.
open the fuse box and there should b a diagram on the underside of the lid.

you just have to get out the 2 black bolt at the bottom of the radio "rack"... there is only 2 black bolt to remove... at the bottom... thx
Pull off the wood grain trim bezzel then there are 4 7mm screws. Slide radio out and disconnect 3 wire plugs.
On a 96, there is a fuse panel on the right side of the dash, against the right door.
I had a very similar problem on my 95 Oldsmobile cutlass supreme. After hours of pain staking work I finally found that a wire was loose. The wire is coated red and is beneath the fuse box on the drivers side directly behind the windshield wash tank. There is an eyelet on the end of the wire and one screw holding it in place directly under the fuse box. As soon as I tightened the screw my problem went away.
Well i recently just replaced my 1989 Oldsmobile Cutlass Calais S 2 door Heater Core. Man is it a Job! You have to dismantle the center console including the parking brake and radio to get to the heater core. once you pull all the plastic/fake leather away its pretty easy.
