When AH did, indeed, attack Serbia and the Russian Empire responded by declaring war on AH, Germany responded by declaring war on Russia. Within days, Germany also declared war on France and Belgium.

From 1938-1945 Austria was a part of Germany and of course fought as a part of Germany in World War 2.
