Exercise most definitely helps you lose "belly fat". I cycle 24 miles per day, 5 to 6 days a week. I went from 10st 10 to 9st 6 in 3 months. The one thing i would say is that you have to practice a healthy diet. There is no point in training if you do not eat the right foods. It is counterproductive. Because cycling is a cardio physical activity, carbs are an essential part of your training. It is important to find a happy balance between carbs and protein, (Protein diets can be unsafe and should only ever last for a maximum of 2 weeks, and they are on the whole a short term solution to the problem). in my experience it is best to have carbs in the morning or early afternoon, with high protein consumption in the mid afternoon to evening. (High protein consumption in the evening will help build and tone the muscle that has been exercised that day). If at all possible it is better to not eat past 6 or 7 p.m. Don't get me wrong i enjoy a "pig out" every now and again but that's exactly what it should be, and there is nothing wrong with having a chocolate biscuit with your tea just not the whole pack! Although you will lose weight as a result of your exercise and diet regime, don't be to fixated with your bathroom scales. Muscle weighs more than fat and you may well find yourself fluctuating a few pounds up and down because your body will begin to amass muscle throughout your body, as cycling is an "all over body" workout. it's how you look and feel that should matter. Hope that helps answer your question. I would be happy to answer any other questions on sport, fitness and healthy eating.
Spot reduction of fats is not possible.
Let me give you an example.
If you pick up a mug of water from a tub of stored water, where does the water come into the mug? Is it from the top, bottom or where? Similarly it's tough to judge the spots from where fats are pulled out. Nature knows best and the laws of nature cannot be broken either.

Well it all depends. There are no exercises that target specific fat cells. Doing crunches and sit-ups will not make you lose fat off your stomach directly. Just like cycling won't reduce fat in your legs directly.
If your diet is correct, and the calories burned while biking means you're in calorie deficit for the day (burned more than you ate) then you will lose fat. And if you've got excess fat on your stomach, it might well come from there.
Usually the last place you gained a few inches is the first place you'll lose. Because people tend to put on stomach fat early it's appears to be harder to shift because you'll lose from your legs and arms and everywhere else before there.
Short of Liposuction, there's no way to target where to lose the fat.

Bicycling has no noticeable impact on belly fat compared to other fat stores on your body. One day of cycling will help you lose belly fat, but it will also help reduce fat from all other places where it's stored. Furthermore, the fat lost on the first day may not be visible, and may actually return before the following day without dietary prudence. The only way to target fat loss to a specific area of the body is by drugs and surgery, and both are potentially dangerous.
