Well I've found out on my own that they are purchased through Saturn dealerships parts department. They are the red fitting bulbs and they are $1.49 each. Thanks.

You have to pull the instrument cluster. The finsh panel needs to be removed first (screws are located inside the cluster area then there are a couple of clips holding it in.), the cluster is held in by 4 screws, once they are loose you should be able to lay the cluster forward, there are little sockets that can be turned a quarter turn that pull out, the bulbs are in each socket sockets may be white, gray or black. The bulbs are special and hard to find, you might have to go to a dealer to get them. If anyone has a better source for them I am all ears!

you have to pull the gauge cluster out of the dash and disconnect it from the wiring harness. to do that you have to remove the trim peice that encases it. once you have it out you can remove and replace the bulbs as they are either quarter turn or half turn (i forget) mounted. be carefull when doing this as the electrical board is exposed. Try not to touch it, i did mine in about an hour..i have faith that you can do it.
How do you get the instrument cluster out of a 1999 Saturn SL after all screws and bolts are loose?
I assume the problem you are having is that the instrument cluster doesn't fit past the stearing wheel. The cluster has to be pulled out the front of the dash. First remove the bezel around the front of the cluster and then the 2 large bolts that hold up the steering colum must be removed and you can lower the wheel down onto the seat and pull the instrument cluster out towards the drivers seat. Another tip is that odometer is digital and it is common for it to look shattered or black if you are removing the factory black faces to install white ones. Don't panic when you plug the gauge back in it will return to normal.
