it all depends on how it was detached, if you replaced the actuator then you need a little pin that fits in the hole at the end of the actuator, you put the rod end into the little hole that is made for the little hook on the end of the rod, after you put the hooked end in you slide the little roller pin through the little holes and it should secure the rod. if you have not replaced the actuator and your rod is loose then you have another problem and it will take more time and is quite a chore if you haven't done it before. you may want to search the web. the ignition actuator is broken, you can turn off the "battery power" by the the ignition actuator rod that leads to the ignition switch, it runs along the top of the steering column under the dash, locate it and pull it towards the steering wheel, this should shut off the power. or you can unhook you battery, but either way you will have to replace the actuator.

If you mean the ignition switch- it is located on the steering column under the dash, you can remove the bolts holding the steering column in place and lower it. the switch is on top of the column and easy to get to with it lowered. unplug switch remove nuts, make note of where the actuator rod goes, it must fit into the switch at the proper location, if you haven't moved the lock cylinder you should be fine. after putting rod into little groove in the switch put it back onto column and tighten nuts. reattach plug and secure steering column. it would be good to get a repair manual from NAPA or another store it helps.
