Those dissenters who were in positions of power, ie congressmen, judges and the like were jailed without writ. Many were held but for a short period of time and let go, where they retired to their districts or went to Europe to sit the war out. Dissenters of lesser status were left to the mercies of local authorities. Some areas under Union control, specifically Baltimore Maryland and Louisville Kentucky were openly hostile to the Union war effort and were heavily garrisoned and from time to time put under martial law.
