The Virginia Plan contributed to the general makeup of our US Congress: two chambers. The VA Plan also required population-based representation- the more people in a state, the more representatives they should have. The New Jersey Plan wanted equal representation in the Congress for all states because there were more small states. Roger Sherman of CT solved the problem, with Benjamin Franklin's covert approval, by proposing that the US House follow the VA plan and the Sebnate follow the NJ Plan.
