The resistor is located right behind the glove box door, open glove box all the way until it folds down (have to push in on both sides at the same time to release locks) The resistor has two plugs and two screws holding it in place. Unplug, unscrew, replace... 10 minutes. The Manic Mechanic.

The front blower should have a resister to change the speeds. It is usually mounted close to or on the back of the blower motor.
The year, make and model info would help but generally the heater blower motor resister is located close by the heater blower motor.
There is an upper footwell panel on the front passenger side of the car. Remove the trim panel. This exposes the blower motor assembly. Find the electrical plug on the unit and unplug it. This will expose the resister screw and by removing the screw, you will be able to remove the resister for the blower. If the resister does not show continuity when tested with an ohm meter the resister needs to be replaced. If the resister shows continuity the problem may be the blower motor relay. i have a 1998 buick century and my blower motor is under the passenger side front wall inside.I found out that the blower motor resister was the problem.if it works on high speed only,replace the resistor first.it's cheaper but harder to get at.
Looking at the picture in my Haynes repair manual it looks like the blower motor resistor is in the engine compartment mounted just to the right of your blower motor when looking from the front of the Explorer - Helpfull
Most of them are behind the glovebox on the heater enclosure. You may have to remove the heater control and/ or radio if that is in the way. The hard part is getting to it; they are usually held in place by a couple of screws and just plug into a connector. I hope this helps you. Open glove box, release tabs and pull down all the way. It is right in front of you. There are 2 plugs that go into resistor. Remove them and then remove 2 5/16 screws. Easy one to change.
I would check the windshield seal, and the drains for the heat/ac system. If those drains are clogged water will come in through the cowl vents and collect in the system until it overflows onto the carpet.From the Blower motor question below...Recall and Technical Service BulletinThe body style that ran from about '99-'03 had a issue with rain water getting into the blower case and ruining the blower resister assembly and the blower motor. There is a modified cowl cover that is supposed correct this condition. One tell tale sign that you have this problem is pull the blower resister assembly out and examine it. If it has corrosion or rust on the terminals, you have this problem. Replace the resister assembly, blower motor, and cowl cover.
Your blower motor resister, which is a circuit card located in the bottom side of the blower housing ( just over your front passenger's toes ) is most likely partially cooked - replace it.
Remove the glove box (six Phillips head screws). Above the blower on the blower housing you will see a white electrical plug with a Phillips head screw just in front of it. Below this plug is the resistor. Remove this screw and and the resister will be able to be accessed.
