It should be located on the evaporator case.
The Mercury Tracer heater core can be found behind the passenger side kick plate. The heater core can be removed by disconnecting the water supply lines and removing the retaining bolts.

When the heater resistor goes, your climate control fans will only work on the fourth setting. You can get a new resistor from any Ford Lincoln Mercury dealer, though they may have to order one.
If it is defective it will need to be replaced.
Did you already replace the heater blower resistor? I only paid 30 bucks for a replacement at Cut Rate Auto Parts. Mine was rusted and broken.

Replace heater motor resistor.
The dash must be completely removed in order to gain access to the heater box. Then the heater hoses are disconnected and the heater box is removed and opened up. That gains access to the heater core for relacement.
It is the resistor, replace it.
You have to replace the fan resistor pack. Open the glove compartment and lower the door, look in back on the firewall. Remove the two screws and the connector, pull out the resistor pack - replace it.
