before replacing throttle try cleaning it out real good as a bad enough carbon build up can cause it to stick.
It would help to know what kind of car. If the car has fuel injection, you probably need to clean the throttle plate. This is done by removing the throttle body and spraing the inside of the the throttle with throttle plate cleaner. Buy a bottle and read the directions on the can. This will also help improve your performance and gas mileage.
Use WD-40 or Deep Creep from Seafoam and spray in the tube where the gas pedal cord goes in. Do it from both sides: from inside the car and from the engine compartment.

Check the cable that connect the accelerator pedal to carb., may have slipped out of retainer.
Loose connection, possibly at the antenna. As the car accelerates the antenna is pushed back by wind and shorts to the chassis.

same thing started happening on my '97, you will probably need to have a new clutch cable installed. when they get old, sometimes they will start to fray which causes them to stretch and causes your pedal to become sticky.
Occasionally the gas pedal will have some resistance when you press it. You could check and lube gas pedal, gas cable, and throttle itself.
The gas pedal is on the right side as you are sitting in the car.
i put seafoam in gas tank and oil. also i use restore when i change my oil for engine restoration.
