It's called a Daytime Running Light Module or DRL or DTRL module. This controls/switches on the low beams automatically as Daytime running lights, it could be faulty, especially if your bulbs are fine (High and Low Beams both working). Required by law in Canada, but not the U.S. I believe. I just had a safety check done here in Ontario for a used Neon I bought ,and I had to have them working to pass the safety. Unfortunately, I was unable to locate the module, to change it. Searched the net for location clues as it is not shown in any Haynes or Chilton's manuals, it is just mentioned in one sentence, no clues to location. Fortunately, I had a mechanic willing to "overlook" that detail! Yay! Guess he doesn't know where exactly it is either! He just said to make sure I manually turn on my lows during day driving to avoid attention from bored police. I looked everywhere that people on the internet said to look, but no luck for my 2000 neon?!
