I have a 96 Blazer and had to replace the "3rd" stop light (The high mount set of lights mounted above the glass). I had to buy the entire unit because the bulbs are wired to the circuit board. The dealer wanted $112.00 for the unit but I got one from "GMPARTSDIRECT.COM for $65.00
It depends what is wrong with it.

Check the bulbs they are double filamented -smaller for brake lights larger for tailights Check the fuse Check the stop light switch usually located at the upper end of the brake pedal under dash area
what does it do
Yes you can but that is a temporary fix. Some stop leak brands do more damage than good by plugging up everything else like the radiator for example. I recommend "Barr's" brand stop leak if you are going to use one.
That requires an ENGINE SCANNER to do that. But you will first need to fix what is wrong are the light will come back on. Have engine scanned.
