First of all, there was a factory recall relating to wiper problems on '96 & '97 Jimmies. Too late now to get a dealer to cover it. The problems were due to cracked solder joints on the wiper controller circuit board, which is mounted under the plastic cover on the wiper motor housing. Some guys have had success re-heating/resoldering the joints where the electrical connector attaches to the board. Most ended up paying about 40 bucks for an aftermarket wiper controller board or got raped by a dealer for a genuine Delco replacement. Another thing to check (actually, the first thing I'd check since they won't turn off) is whether or not you have voltage at either the gray or purple wires at the wiper motor connector with the switch off. If you do, your wiper switch is most likely shorted internally. Not fun to replace. Not unless you like chasing after small, oddly-shaped pieces that fall out of the steering column when you take it apart and then later figuring out where they go.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
There are a few different reasons why your windshield wipers may not turn off. You may for example having an electrical issue within the car.

chevy has bad solders. they crack and cause things to malfunction. mine does the same thing.
If the windshield wipers won't turn off on a 2000 Chevy Blazer, check the wiper relay switch. This is usually located in the engine compartment fuse box on top of the battery.

I have the same problem in my caprice, what you need to do is just sit there and switch it to high for a few minutes, then eventually if you keep playing with it it will turn off when you switch it to the far left
The 1993 Ford F1 50 windshield wipers to stop working. The fuse can be found in the fuse box. The location of the fuse is listed on the inside cover of the fuse box.
My windshield wipers wont work, I have looked at the fuse but it is ok. sounds like a relay cliclking under the dash, where is it located?
Your windshield wipers were most likely overloaded and blew the fuse, try replacing the fuse. If that does not fix it then it is possible that the wiper motor burned out and will require replacement.
If your wipers aren't working then check the grounding screw under the hood if it becomes loose your wipers wont work.
I had the same thing on my 2000 Crown Vic PI and it was the motor.
