To put in a new skimmer does the pool have to be empty of water?
No you just have to get the water level below the skimmer after that you should have no trouble making repairs.
How far below the waterline are pool return fittings installed?
I believe that they need to be at least below the bottom of the skimmer so that, if the waterline were to drop below the bottom of the skimmer, the returns would not run dry. In my pool they are about 15-18" below the usual water level.
Does the main drain line in skimmer have water in it when closing the pool?
No. You cannot use the main drain to lower the water level below the skimmer. This is because the main drain is not really a drain. It only connects right back to the 3 port valve in the skimmer.
Will the filter be affected by water above the skimmer?
It won't work as a skimmer if your water level is above the skimmer. If you watch how the skimmer works, the water is pulled in over the skimmer door and it won't "skim" the floating debris off the surface of the water if the water level covers the entire opening, your skimmer will just suck in water that is below the surface. If you keep the water level so it's at least below the opening an inch or so, you should be o.k. If you've recently had alot of rain, you may need to drain some water out of the pool so your skimmers function properly.

Drain the pool until the water level reaches two inches below the skimmer faceplate , remove the face plate using a screwdriver , remove the faceplate and skimmer , then replace the gasket and attach the skimmer and then the faceplate

When closing an above ground pool Do you have to drain the water below the skimmer?
No, you do not need to drain your pool. In fact, it is way better to keep the pool full so as to save water replacement every spring and the fact that the pool cover will sit higher makes it last longer too. There is a product called an AQUADOR' that covers the skimmer opening much like a Tupperware lid that keeps the water in the pool. It is inexpensive, easy and earth friendly.
How do you close skimmer valve to drain water level below skimmer?
You don't have to close anything. Just use a short piece of hose or tubing to siphon enough water out to drop the level at least an inch below the skimmer box and inlet port. To siphon, place the entire length of hose into the pool and fill up, place your finger over one end and hang that end out of the pool, leaving the other end in the water. Gravity will take care of the rest.

Yes it can make a big difference to the amount of floating debris and dust that sinks into your pool. The ideal place for the static skimmer in a pool is down stream from the return jets (These are the jets that return filtered water to the pool) and down wind from the prevailing winds, this can be a bit more difficult to work out as the wind direction over a pool is strongly influenced by the building surrounding it. Can you fill a pool in winter time when it has evaporated?
Yes just keep in mind that the water level in most winterised pools is below the skimmer outlet.
