Have done similar procedure on 1999 Passat. Please verify that haze is on inside. Mine was actually on the outside of lense cover. I used a Maguires product called PlastiX to polish the haze off of outside of the lense. It takes a lot of work, but end result is clear lense cover. For the inside, you might be able to remove the lense assembly by removing the spring clips from the adjuster bolts that attach the lense assembly to the body. Similar to what you would do if you had to change the light bulb.

Open your hood and find the rear of the headlamp assembly. There is a plug set of wires which appear attached to the assembly. They are actually attached to the base of the bulb within the assemply. Remove the plug from the bulb base. The is a retaining clip so you will have to release it before you can remove the plug. Turn the bulb base to your right until you feel it release. Pull back on the base and the bulb will come out. Replace the bulb holding ONLY the base of the new unit by reversing the directions. Of course do the same for each side. If you have the 3.x liter engine with a/c its a difficult manuver on the "passenger" side because of some of the housings, but it can be done easily if your do it slow and carefully. Thats it.... Just be sure you have the correct replacement part on hand and under no conditions HANDLE THE BULB DIRECTLY WITH YOUR FINGERS. Use a clean lint free soft cloth and try to cover your hands with plastic gloves if you feel you must or even might handle the bulbs directly. NEVER USE A SOILED/OILED OR DIRTY RAG to hold the bulbs as the oils either from your hand or the dirty rag could cause a premature burnout. Good luck.. Remove headlight, carefully undo clip holding HID bulb make sure the power is off as the voltage is more than enough to kill a person, change bulb being very carefull not to touch glass as this will shorten bulbs life and asthey cost about $125 each a little extra care is in order. reassemble and check they work.Not really a bad job just seems like a lot of work for a bulb, I tried doing it without taking the bumper off and had TO CHANGE THE BULB AGAIN WITHIN 6 MONTHS- I TOUCHED THE BULB, just a fingerprint .
