I removed the passenger side inner cover on a 1994 CV. There was 1 screw way down low on the cover that needed to be removed. There are a number of clips on the back, they are part of the cover. The cover basically hangs on those clips. So, you need to lift the cover straight up ( you need to do that to clear the door lock thing ( the silver thing that pops up and down when you lock or unlock the door. ) Take some care of the door handle, I seem to recall having to jiggle it to get it off. Wasnt terribly hard.

On a 2003 Ford Crown Victoria : The trunk lid release button is on the drivers door trim panel
The kick panel is the interior trim panel in front of the front doors beside the drivers and front passengers feet
you have to remove the clips on the dash and take out the lock ring around the lighterr
Its not really a tough job. Once you have removed the panel, you will see what you have to do. Just be careful of all the wires.

Unless there is an access panel in the trunk, which is doubtful, you will have to remove the fuel tank from the vehicle to access the pump.

On a 2009 Ford Crown Victoria : In the fuse panel under the drivers side of the dash : ( check the # 16 / 20 amp fuse ) *** in the 2009 Ford Crown Victoria Owner Guide it shows the # 16 , 20 amp fuse for the OBD II , but the 2008 Ford Crown Victoria Owner Guide shows # 16 / 20 amp fuse for the cigar lighter and OBD II
