Take your vehicle to Advance Auto, Pep Boy's or AutoZone and buy the replacement wiper. Someone behind the counter will go out and install it for you at no charge. Watch what they do so you can replace it next time.
NOTE: To prevent glass and/or paint damage, do not pry windshield wiper pivot arm from windshield wiper mounting arm and pivot shaft with metal or sharp tool. 1. Turn ignition switch to the ACC position. Turn turn signal and windshield wiper switch ON. Allow windshield wiper motor to move the windshield wiper mounting arm and pivot shafts three or four cycles, then turn off the turn signal and windshield wiper switch. This will place the windshield wiper mounting arm and pivot shafts in the park position. Turn ignition switch to the OFF position. 2. Remove the windshield wiper pivot arm and windshield wiper blade by first applying downward pressure on the windshield wiper pivot arm head, while holding the windshield wiper pivot arm. Then lift the windshield wiper pivot arm to the highest position and, using finger pressure only, grasp slide latch tab and slide latch out from under the windshield wiper pivot arm head. Remove windshield wiper pivot arm and windshield wiper blade assembly. 3. To remove the windshield wiper blade, insert a screwdriver into the slot provided at top of the windshield wiper blade frame, push down on spring lock and pull the windshield wiper blade from the windshield wiper mounting arm and pivot shaft . 4. Not sure what you mean by "windshield wiper cover," however if you're asking how to remove the rubber blade from the plastic frame - be careful. The end caps do come off but its not recommended. I recommend simply replacing the entire wiper blade. See videos on link below.
The wiper blade misses the windshield in the middle of the wipe. Is there an adjustment for that ? I have replaced the wiper to no avail.
Remove the windshield wiper arm from the windshield wiper motor. Remove the wiring harness. Remove the retaining nut. Reverse the process to install the new windshield wiper motor.
Lift wiper assembly off of windshield into "up" position. Rotate 90 degrees. Pull wiper blade assembly gently toward the windshield. It slips right off. Note: Put protective barrier like cardboard or a towel over windshield in case blade assembly snaps back toward windshield to avoid cracking the windshield.
Turn the wiper switch to the on position. Turn the key on and as soon as the wipers go straight up then turn them off. That will make it easier to remove the blade. Lift the wiper away from the windshield while pulling down. Be sure to not let the wiper fall against the windshield. Push the new one in place and you are done.

are you serious... life blade off windshield, unclip plastic fastener off the center of the wiper arm, remove wiper, replace in reverse order.
To replace a windshield wiper motor for a 1998 F150, first remove the bottom trim on the window. Then remove both wiper blade assemblies and all screws on the metal cowling. Remove the retaining clip from the wiper motor linkage and pull the controls rods off.
