There are some companies that repair rims. In many cases,it may be possible to go to a wrecker's and find a rim cheaper.
You can fix the horn on your 1998 Cirrus by first removing the center of the steering wheel cover by prying it off. Then, check for loose wiring or wires that are exposed which might be causing the horn to activate. Fix the loose wiring or exposed wires to solve the problem.
That much play is usually a bad steering gear box. Best bet would be to get a new one. It could also be some extremely worn tie rod ends.

Shocks and struts are more for the ride not the alignment. Tie rods, ball joints and how the front end is adjusted are the alignment. Jack the front end of the car off the ground. Grab the wheel at the top and bottom and see if it wiggles. If it does, that is the ball joints. Grab the sides and do the same. That is the tie rods, idler arm, pitman arm or drag link on rear wheel drive. Tie rods or the steering rack on front wheel drive. Having someone wiggle the wheel while looking at the steering linkages should let you see which part is worn.
Well - it could be the turn signal unit in the steering column - if its a high mileage vehicle it may just be worn out. you have to remove the steering wheel and replace the unit - the part on a GMC is about $30 +/-. This may fix the problem.
Most likely cause is out of balance wheels. Get your wheels balanced by your garage or tyre specialist.
From my experience with this problem it isn't the steering wheel that is shaking but your U joints could be bad or something else under the car. Get it to a mechanic. Can't give a cost for this.
