If you are replacing the turn signal lever, follow these steps.
1. Carefully, but with determination, pull the lever staight out of the column with your hand.
2. If you have cruise control, you will need to undo the wire that goes into the lever from the lower section of the column under the dash.
3. Tape a long, thin, but sturdy wire to the cruise control wire with several flat courses of electrical tape.
4. Gently pull the wire out of the column and untape your "fishing wire"once it is pulled through the column.
5. Connect the fishing wire to the wire on the new lever and pull it through the column.
6. Connect the wire to its proper location and gently push the lever into the socket in the column.
If you are replacing the turn signal cam, follow these steps
1. Remove the horn cover and the hazard light switch button (which will be a screw, two pieces of plastic and a spring).
2. Remove the horn wire by gently pushing in and twisting the plastic sleeve.
3. Remove the three sided safety clip with a pair of lock ring pliers.
4. Remove the lock nut.
5. Using a steering wheel puller, remove the steering wheel.
6. Remove the dust cover.
7. Using a lock plate remover, depress the lock plate until the retaining clip is free to rotate.
8. Using a pick, remove the retaining clip.
9. Release the lock plate remover and remove the lock plate.
10. Remove the horn cam.
11. Remove the three screws holding the turn signal cam.
12. From under the dash, unplug the turn signal cam wiring harness.
13. Turn wiring harness so that the long plastic harness clip will slide up through the column.
14. Slide the turn signal cam and its wiring harness out of the column.
15. Reinstallation is the same except that the steering wheel is pressed on to the shaft using the lock nut. Be sure not to over tighten the nut which can cause the steering wheel to squeak when turned.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. The 2003 Chevrolet Silverado turn signal switch is located below the dashboard, on the drivers side of the passenger compartment. The turn signal switch simply plugs in and out.
Pull steering wheel, remove steering plate to access turn signal switch. There are two swings as you look down at switch that should be broken. Your Cam spring is broken. best to replace turn signal switch
