You will probably have to remove the cowl that covers the linkage. When you do that, the linkage should come out then. There are probably C clips connecting the individual wiper arms to the linkage.
So check the steering linkage, bushings and joints in the front wheel assembly.

its the upper control arm bolts also called cam's. most of the time you have to replace the cam bolts and the bushings. that's the best idea for you to idea. rangers are pretty well known for junking those upper control arm bushings.

There is a fuse for the windshield washer pump, on your 1999 Ford Ranger. You can locate the correct fuse by looking at the diagram on the inside of the fuse box.
Go to Auto Zone or any type auto parts supplier, buy the blades and they usually put them on at no charge
