Topping off fluids are often not advised on vehicles. Fluid chambers are so well sealed that the only fluids that are added are after a change of the fluids. If fluids need to be added at other times, it is the sign of a major problem and should be handled by an expert.
The top speed of an Accent is approximately slow.
at the end of the clutch cable remove nut from the top of that arm pull that arm off.
Try the rear side of the radiator approx. 1/3 down from the top
under rear seat under black cover some are in tank some on top

You top it up via the brake master cylinder.

I don't know if there is anything special about the 2001 Hyundai Accent. Probably not. Changing the brake fluid is the same procedure on most cars. Any car repair manual (e.g. Chilton or Haynes) should have the procedure, but it's also easy to find the instructions on the internet. See for example http://www.ehow.com/how_2111457_change-cars-brake-fluid.html. siphon the fluid out of your master cylinder just until its at the bottom of the resivior, but no further, then fill it up to the top with clean fluid, then simply bleed each wheel until the fluid runs clean, make sure you keep the master cylinder fulkl
above your rear foglight switchgear panel.. I am working on a 1997 Hyundai Accent at the moment. The connector for the OBDII is located on the left side of the dash. It is tough to see because it is facing down... recessed inside the cutout for the foglamps... at the top.
It usually sits directly over or near by to the top of the clutch push rod assembly. It will say something like use only dot approved brake fluid. Good luck. On the 93-98 Probes, there is no designated "clutch fluid" reservior. It shares the brake fluid reservoir. You'll notice a rubber tube from the side of the brake fluid which feeds brake fluid down to the master clutch cylinder.
If my memory serves me correctly, and the clutch is a hydraulic verson, then normally they top up through the brake master cylinder reservoir
on the top left of the engine their will be a hose coming from the radiator . it is attached to an adapter with two bolts. take off the adapter (but be careful there is hot rad fluid in it) the thermostat is right under neath it just pull it out and put it in install in reverse
