thw weight of a child is thrown forward just like an adult, yes less weight but still high impact with the dash board.This is why we invented seat belts, air bags, etc.Also why insurrance agencies now want all children seat belted or child restraints in rear of car.

It's not reccomended that children under 12 ride in the front seat, but it's not illegal, as long as they're in the proper child-restraint seat. 0-1, rear facing carseat, 1-3, forward facing carseat, 4-6 booster seat, 7+ seat belt.
