Whatever is available to them. It depends on what region of the world you're talking about---someone who is living in poverty in the us or Canada will be living very differently than someone living in poverty in South Africa or India.
a lot of times people who live in poverty don't eat at all, or can't eat as often. the food they eat is usually not very healthy and so people who are poor suffer from malnutrition and deficiencies in a lot of vital minerals and vitamins.
i remember reading an article on how people resort to eating grasses and weeds, which hold no nutritional value, in some areas of the world just to get the water content.
in the us, people who are poor will eat inexpensive foods---canned foods (beans, etc.), really unhealthy junk foods, or whatever else they can get (handouts, soup kitchens, etc.)

If they are poor, very hungry, and can't get food stamps, people will eat almost anything, including garbage.
