My answer may apply to you. My girlfriend has a 99 Subaru legacy and the pwr steering fluid was leaking on the garage floor. We bought a rebuild kit for $45. from the dealer and I tried to repair it. I went to the public library and they had Chiltons manual online (free of coarse) that I was able to down load and copy on the step by step process on how to take off the whole Pwr Steering unit from the car so i could "rebuild" it. The site has instruction on how to bleed the system when you're done. Once the unit is out of the car you can look the unit over to see where your leak is happening. You didn't share in your question what problem leads you to believe you need to "check" your Power Steering so I'm not sure what you need to do. You can respond to this site I guess if you need more info. I did find the dealer wants about $360 for a new pump. I went to a rebuild site and found where I can have a rebuilt arrive at our house for $125. Installing is pretty easy. Rebuilding with the parts kit left me with some questions as I didn't feel comfortable taking some parts out for fear of not being able to get some back in just right. Small pins and such. Check your thermometer and if that's not it...head gaskets.

Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.
You may have a bad valve, did you replace the rotor and cap? Check the cap for cracks.

If you have no spark on the 1991 Subaru Legacy, you should check the spark plugs and spark plug wires for replacement. You should also check the battery and ignition for replacement.
*Hopefully* the same as other Subaru engines, low down the left hand side about half way up the engine (facing the engine) there should be a short yellow loop. Check it when the engine is cold!
Get yourself a service manual specific to your car, available on eBay for less than $10. Then check out what is involved and decide if you feel comfortable taking this on.
It depends on what engine you have, the best way to know is to check the owners manual, but in case you don't have one for the 2.2 liter its 4.2qt and the 2.5 liter is 4.8qt

Pretty sure the fuel pumps are the same thru most of the Subaru lineup. The only difference would be between turbo and non-turbo models. I have found that if the years are close is the most important part, make shure to count the wires, the newer ones have a couple of extra sensors that will make your check engine light come on if not right
There is a diPstick at the front on the transmission differential
