No. Schengen visas are issued by only fifteen countries:

Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, The Netherlands, Norway, Portugal, Spain, Sweden, Estonia, Latvia, Lithuania, Malta, Poland, Slovakia, Slovenia, Czech Republic, Hungary and Switzerland.

They are issued on a case by case basis for each individual request that must include the purpose of the visit and the intention to return. A Schengen visa enables you to travel freely among the above mentioned countries during one trip for not more than three months. The visa is valid in all the countries mentioned.
