It ended up being the cooling fan relay. It's located under the passenger side headlight. Removed head light assembly, only one screw and some wiring. Cut a 2x2 square access hole in the plastic shroud nearest the front quarter (also told that I could remove the front bumper cover, but that seemed to be too much work). The hole gave me enough room to remove the relay held by 2 screws. Relay cost about $50. It took about 1 hr start to finish. Hope it helps. My wife's fan wasn't running causing it to overheat while idling. There is a fan relay under the passenger side headlight that was bad on hers. The relay is about 50 bucks at AutoZone, but you have to remove your headlight and cut about a 2x2 inch hole in the plastic to get to it. It has two screws holding it down. I used a Dremel to cut it. I would concentrate on the wiring between the cooling fan and the RFCR and the RFCR and the PCM for a short to ground. The Pulse Width Modulated (PWM) radiator cooling fan relay is located behind the front bumper fascia below the right head lamp. The PWM is a solid state device that consists of a printed circuit board assembly (PCBA), connectors and a housing. There are no relays, resistors, or switches on the PCBA. The purpose of the PWM is to modulate the speed of the electric cooling fan used to cool the radiator of the power train cooling system. It does this in response to the signals it receives from the power train control module, which is not a part of the PWM, but a separate device. Using the engine coolant temperature as an input, the power train control module monitors and determines the output control signal to be sent to the PWM. If the engine temperature is too high, the power train control module sends a signal to the PWM directing it to increase the fan speed in order to lower the operating temperature. If the engine temperature is below the optimal range, the power train control module sends a signal to the PWM directing it to decrease the fan speed or to stop it accordingly to reduce the cooling effect. This action maintains optimal engine operating temperature. The relays go in these things all the time.

It is located under the right headlamp.

Remove the right headlamp, drill a 2" hole in the center of the plastic under the headlamp and the relay is held in by two 7 mm screws. I work for an auto parts store. Number one Jeep part that gets replaced is the fan relay. I probably sell 1 or 2 a week. The main reason for the relay to blow is the fan drawing too much amperage, if you replace the relay without the fan, you will be frequently replacing the relay. You can test draw, but if this is the first time, and the fan is not seized, try the relay only. The relay is controlled by the PCM, powertrain control module. If you jumper the Dark Blue/Pink wire at the PCM pin 17, the relay should provide power to the fan. If doing that kicks the fan on, you have a problem with the PCM. A problem with the PCM could mean many things, including no communication on the network, incorrect or skewed input signals and or improper grounds and input power. At that point a scan of the system is in order, preferably with the factory, DRB3, scan tool. Great link on finding and replacing the relay. Just did mine, was a piece of cake. Without this link, the "right" way involves hours of labor removing the front bumper. The electric fan relay is USUALLY the suspect in cooling related problems on electric fan-equipped 4.0L WJ's. If you take it to the dealer, be prepared to pay. The authorized way to replace this relay is to pull the entire from bumper cover to gain access. The relay is located under the passenger side headlight. The shortcut is to cut an access hole in the plastic under the headlight. I wish I could show you the authorized method and how to cut the access hole, however when I went to replace my fan relay (for the second time), I found that the dealer who did the work previously had cut a hole for me already - even though I was charged labor for them to remove the bumper cover. For this second relay change my WJ has experienced now, my symptoms were simple to diagnose. My engine fan would remain on after shutting off the vehicle. Basically, something goes awry in the fan relay, allowing a constant stream of 12v power to reach the fan - regardless of ambient temperature or key position. I promptly returned home and disconnected my negative battery cable to shut the fan off. Removal 1. Remove the negative battery cable from the battery. 2. To cut the access hole for the relay, first you must remove the passenger side headlight. To do this, remove the jackscrew from the top of the headlight. The jackscrew is directly on top of the headlamp and does NOT screw into the radiator core support (see picture below). After the jackscrew is fully removed (this screw is roughly 6" long), grasp the headlight assembly and forcefully pull the headlamp outward. Unplug the headlight wiring harness. Reinstall 1. Connect the new relay to the wiring harness. Be sure it is firmly seated. 2. Attach the relay to the vehicle body in its previous location. 3. Reconnect the headlamp wiring harness. 4. Insert the headlamp back into its original position. 5. Reinstall the jackscrew in the appropriate hole. Be sure to apply some pressure to the bottom of the housing while doing this to assure the jackscrew passes through the retaining loop on the back of the headlamp. If you miss this retaining loop, you run the risk of breaking it off when tightening the jackscrew. 6. Reattach the negative battery cable to the battery. 7. Start the vehicle and let it idle until normal operating temperature is reached. You should hear the electric fan kick on around 210°.
