the black wires of both connectors should NOT be next to each other
If the switch is "closed" both wires should be HOT - with switch open one wire should go COLD-- if not defective switch
check your wires underneat that run back to rear of vehicle, sometimes when the both mounts rust through the body come down on the wires and grounds them out
i dont know what vehicle you are working with, but go underneath the dash follow the brake pedal to the fulcrum point under the dash. you will see a solenoid with at least two wires comming out of it. use a test light connect the clip to ground and test the wires. with no pressure on the brake pedal, you should have power on one wire and no power on the other, now depress the pedal and while holding it down, test the wires again, you should have power on both wires. if not replace the switch.
