So it would seem. If the ignition is in the column it may also be jammed by the steering wheel lock. Try turning the steering wheel and holding it while turning the ignition key.
The steering and ignition will become locked on a 97 Chevy Cavalier if the key is not inserted into the ignition and turned. This helps to prevent theft.
Steering wheels are generally locked from the ignition switch. It is supposed to lock only in the OFF position. If you steering locks in any other key position, you likely have a problem with the linkage rod or cable that connects the ignition lock cylinder to the steering column. You have to take apart the dash and possibly the steering column to fix this.

To replace Ignition Switch, first you have to remove the old one. To do this you disconnect battery ground cable. Remove the upper steering column shroud by removing the five self-tapping screws. Remove tilt steering column lock lever, Remove lower steering column shroud, disconnect the ignition switch electrical connector, turn ignition switch lock cylinder to the "run" position, remove the two screws retaining ignition switch, and finally unhook the ignition switch from the actuator. Now to install the new one.Make sure that the ignition switch lock cylinder is in the "run" position. You can test for the "run" position by rotating the ignition switch lock cylinder approximately 90 degrees from the "lock" position. Hook up the ignition switch into the actuator. You might have to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes. Install retaining screws. Connect electrical connector to ignition switch. Connect battery ground cable. Check ignition switch for proper operation, including start and accessory positions. Also, make certain that the column is in the "locked" position. Then Install upper steering column shroud. Install the lower steering column shroud and tilt steering column lock lever.
Your key could be worn. Try moving your steering wheel while turning the ignition. If the locked steering is in a bind the key will not turn over.

It is very possible that your steering wheel is locked. You may also be having a problem with your ignition system.Ê
You can't, you have to replace the ignition switch
There may be something jammed inside your ignition. If this is not the problem then you will need to have a new ignition installed.
you need to replace your ignition in the steering column or take it apart and rebuild it. having a locksmith work on it might cost you less then replacing it though.
