The four way flashers on your 97 outback won't turn off you were told this is a alarm problem What can you do to fix it?

First try to shut off flasher switch above cupholder. If that does not work remove defunct alarm if you can not find reset button.
The hazard lights on subarus are located in the middle of the dash above cupholder not on the steering column like alot of cars
check this first, make sure the button is not pushed in, this happens a lot by accident when cleaning the car
If this is not it then:
If you car has a keyless entry or security system that is most likely the source of the problem.
If the battery has been disconnected, it will cause this to happen.
Reconnect the battery and with lights flashing do the process below You have to find the security or keyless entry system reset button
on my 1997 Subaru it is under the dash between pedals and bottom of dash
on left side it is a black button (can be hard to find)
hold the button in and at the same time turn the key to the on position
(Do not start the car just turn to the on position)
for about 20 seconds and it will reset
