There are two torx head screws on the lower half of the plastic cover that will need to come out. Then the lower half will drop down on the end closest to you, but, keep in mind, the end that is under the dash, latches to the top half of the cover on a hinge type of assembly, so, you will need to be careful not to break the hinge assembly. After you have the lower half off, the upper half is held by a set screw assembly right below the turn signal arm. The end that you turn looks like the head of a torx head screwdriver, by turning this, it will loosen a screw that threads into to inner side of the upper cover. Will need to be careful to make sure that this screw gets unthreaded, otherwise, you could break the part of the cover on the inner side that holds it down.
Outside of that, you should be good to go.
remove the steering wheel. unbolt the collar that holds the steering column underneath the dash. that plastic box halfway down the column with all of those wires hanging out of it is your ignition.

You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
A Caprice steering column can be replaced by another as long as it matches. It if comes from another Caprice of that year, it will fit properly.

Its on the top of the steering column underneath the plastic piece.There are 2 screws underneath the column that need to be removed so that the plastic piece can be removed, and then once removed you can see the flasher. its a square black box.just unplug and replace.
Should be just under the dash about 8inches right of the steering column. It iwll be a little plastic box. You can feel it vibrate when it is buzzing.

On steering column. Remove plastic collar from steering column behind the steering wheel (2 Phillips screws from below). Flasher relay located to the upper right of the column. Pull out away from driver.
