One of the main reasons the American government refuses to ratify the Kyoto accord is because they think the cost of doing so will hurt the American economy. Another reason they won't ratify it is because many don't believe that climate change exists.

The problem the US government saw with the Kyoto Accord was that it was requesting cuts according to numbers that were neither accurate or correctly reflecting pollution production and that the cuts in GHG (greenhouse gases) would have been damaging to the infrastructures of some nations and that it would not have been up held at the 15% by the majority of nations.

As of 2012 the 15% of 1990 levels has been reduced to 2% of 1990 levels.

Also, as of 2005 the US per capita levels is 23.5 which is a little more than 5% below 1990 levels making it one of the countries who actually managed to obtain the goal despite refusing the treaty.

Also, at the time of the Kyoto protocol discussions. The US accounted for 1/3 of all GHG it has reduced that to less than 1/4 and lowered itself from the #1 per capita GHG producer per capita to the #7.

It has also reduced CO2 per capita by 20%, GDP per CO2 was reduced from being in the top 20 to being the 49th in the world.

The US is currently maintaining a -1.4% annual change in GHG per capita and is outperforming China, India and Europe as a whole.

Since then Canada has dropped out of it as they had met all benchmarks and were outraged that there were no actions taken against those who did not meet their goals.

So, in finality, the US didn't ratify the Kyoto Accord on account of a failure to properly out line the expectations and not providing any reliable means of enforcing the standard.

If the light supplied is of a high energy character such as UV light then the electron skips several of the intermediate quantums and go shooting up the ladder to the appropriate high energy state. Once in a high energy state the electron now attempt to return to the low energy state from which they came. Now they could just simply release the same energy that took them up to the high energy state and return the same type of light that was shone upon them - or they could cascade down through all the intermediate energy levels and release light of various different frequencies. If the light you shine on the oxygen and nitrogen molecules (or any element for that matter) is of an invisible light such as UV and the light that is release is in the visible specturm then the Oxygen and Nitrogen atoms appear to glow of their own accord.

We can hardly shield the planet, or turn off the radiation.Far better to focus on what we can change.And, if it turns out that our pollution and environmental damage is less guilty than we thought, then all the more reason to do what we can to change these things - as they are the only things we can currently do anything about.Also, research has to be funded.Those who do the funding tend to expect some return on their investment.Research into the effect of solar radiation on Mars would be a huge drain on any funding organisation. How would it be determined that any melting of Martian ice was directly due to solar radiation and not some other cause, without sending a fleet of missions to the surface which would be required to remain there for a considerable time, constantly reporting back?ANSWER Possibly because all scientific research tends to be focussed on things which are in accord with preconceived ideas.Were we to find that solar radiation plays a part in global warming, what could we do about it? Serious plans have been developed to shield the planet, or deflect the radiation, but these are expensive as presently conceived.Far better to focus on what we can change such as relocation of populations likely to be flooded out of their homes.And, if it turns out that our pollution and environmental damage is less guilty than we thought, then we will be faced with having to revisit the solar increase or other possible reason, hopefully while we still have an economy capable of creating more suitable infrastructure.Also, research has to be funded.Those who do the funding tend to expect some advantage from their investment.Research into the effect of solar radiation on Mars would initially be inexpensively conducted from Earth by observing more closely Martian ice caps and other inter planetary evidence of solar radiation. Confirming such findings would be a huge drain on any funding organization but far below the cost of presently conceived carbon capture systems. Given the nature of the above case, it can only be concluded that the present research is politically driven, possibly using scare tactics to force humans to use less non renewable resources which are thought to have peaked, while the tax system is designed to allow advantaged groups to continue their fossil usage unhampered (ie as a business deduction).
