The Human Development Index (HDI) is a ranking created by the United Nations Development Program (UNDP) to measure countries or regions according to three basic population parameters: health, education and income. For Mexico, which has 31 states and one federal district, the lowest belong to Oaxaca (0.681), Guerrero (0.679) and Chiapas (0.667). For comparison purposes, their indexes correspond to those of the Philippines, Bolivia and South Africa, respectively -- Mexico's overall index is 0.762, akin to Lebanon or Azerbaijan.

Southern Mexico is regarded as the poorest region in the country. It includes the states of Guerrero, Oaxaca and Chiapas. A comparison between southern and northern states can explain it better:

Northern States

  • Nuevo Leon (capital: Monterrey) GDP Per Capita: US$16,342
  • Coahuila (capital: Coahuila de Zaragoza) GDP Per Capita: US$12,474
  • Chihuahua (capital: Chihuahua) GDP Per Capita: US$12,338

Southern States

  • Guerrero (capital: Chilpancingo) GDP Per Capita: US$4,981
  • Oaxaca (capital: Oaxaca) GDP Per Capita: US$4,003
  • Chiapas (capital: Tuxtla Gutierrez) GDP Per Capita: US$3,657

While northern states have incomes equivalent to those of European countries like Russia, Estonia or Poland, southern states have much lower incomes, like those of less-developed countries like Belize, Tunisia and Swaziland.

I guess you mean "state". That would be Chiapas, bordering the country of Guatemala, with an estimated GDP per capita of only US$6378, equivalent to that of Angola or Egypt.

The poorest state in Mexico would be Chiapas, with a GDP per capita of only US$3657. That would put Chiapas on par to countries such as El Salvador or Morocco.
