final torque is 59-64 Nm except the two in front of the cam sprocket these can only be done up to 12-16Nm
~30 Nm I should guess would do the thing. Most important is to tighten "crosswise" and go in small steps until you reached the final torque.

For the 1996 Saturn SL1 1.9 liter 4-cylinder, the torque in sequence one is 22 ft/lbs. In step two, torque in sequence to 37 ft/lbs. In step three, turn all the bolts 90 degrees and double check the final torque in the sequence.
This is a multi step process. 1. Torque all bolts starting in the middle and working your way diagonally to outside bolts torquing to 29 ft/lbs. 2. Torque all bolts again in same pattern to 54 ft/lbs. 3. Final torque to 72 ft/lbs.
