It sounds like the Power Steering pump to me.
my guess would be that you have a bad or loose belt ( sliping ) or you have a pully that is gonna either come flying off or lock up completely....neither is good. also a tight belt can cause the whine if it is tight the whine could be coming from the pulley bearings (alternator etc)

Could be: Power steering pump Alternator bearing Water pump Belt tensioner or in drive train
It could be a vacuum leak in the throtle body or intake manifold. Get some carb cleaner and check it. Be careful as the cleaner is flamable.GoodluckJoe
This vehicle is notorious for a "whining" noise. The slower you drive, the louder it is. At first I thought our power-steering pump was going, or the transmission was whining. Two mechanics told me it's normal. Just a quirk with Dodge/Chrysler products. I had that whining noise and it was the alternator making the noise through the radio. even when the radio is off. Just a thought.
Could be your timing belt.
hello it sounds like a bad water pump. I changed my power steering pump thinking that was it but it was the water pump real high pitched whine got louder with rpm.

For me it was the idler pully. A pretty cheap part. $15 I think. And only an hour or so to change. The problem was the bearing in it was shot. It would make a whining sound that got louder/higher pitch as the engine revved higher.
A plane sounds much louder landing than on take-off. A single engine land plane revs up the engine to maximum power for take-off and climb-out. Maximum power equates with maximum noise. While landing, the same aircraft typically has the engine idling. Idling equates with minimum noise.
you probably threw a rod out, get it to a mechanic ASAP or you will have more problems.
