There could be other causes, but these are the major ones that I can think of at the moment. Good luck.
My 2007 cobalt also has this problem. The chimes and turn signal sounds come out of the speaker in the drivers door. If there is a bad speaker connection, or the speaker no longer works, you won't hear any chimes.

pull the rubber boot back on the door where the hinges are and find the speaker wires then use a voltmeter that pushes a 12volt current and if the speaker dose not make a sound then its ur speaker that's out if it dose make a sound then trace the wire back to ur radio its either the radio or the wire
The radio should go off on it's own after a few minutes or when the passenger door is opened.
the easiest thing to do is to find the wire for that door on the back of the radio and re run it

According to the wiring diagram, the wire from the radio to this door speaker is brown w/pink stripe & the other wire that goes to the Rear Intigrated Control Panel (RICP) is tan with light green stripe.
Probably the body computer is not shutting down. Ck drivers door switch for problem. Radio should shut off when any door is opened with key off.
