A Federation is not a type of government, it merely indicates the strength of a given government in the various regions it controls. (For example, the Holy Roman Empire and the European Union are both confederations even though one was monarchical and the other is republican.) The United States is an example of an equal federation (all major territories in the Federation have equal political rights vis à vis each other and the national government) whereas Canada is an example of an unequal federation (Quebec has more autonomy and relative power than does Ontario).
