I'm not sure if it's a "city" or not ... but the closest populated place to that point is Alejandra, Santa Fe, Argentina, a town of about 4000 people. In terms of cities you might reasonably have heard of, it's about equidistant from Buenos Aires, Argentina and Asuncion, Paraguay, but it's not particularly close to either of them.

The question does not specify whether the longitude is East of West. However, in the first case the location is some 400 km off the nearest landfall (Madagascar) and in the latter case it is more than 500 kilometres from the nearest landfall!
