The Prime Meridian is one of the of two boundaries between the Eastern and Western hemispheres (the other is the 180° meridian at the International Date Line). So the meridian itself could be considered in both or in neither.
In latitude, the Prime Meridian extends from the North Pole to the South Pole, so it runs through both the Northern and Southern hemispheres, having exactly half of its length in each.
All west longitudes comprise the Western Hemisphere. They include the entire North
American and South American continents, roughly half of Antarctica, narrow slivers of
Europe and Africa, and many of the islands of the Pacific.
If you start at the Prime Meridian and go far enough east, you can reach any country in the world.
Within the first 90 degrees, you could stop in beautiful sunny Finland, Bulgaria, Moldova, Kuwait,
Syria, Egypt, Sudan, Uganda, Tanzania, Zimbabwe, Mozambique, or Swaziland, among many others.
Every country on Earth can be reached by traveling
either east or west from the Prime Meridian.

Past there, it's the Western one.

Europe is split by the Prime Meridian. Africa is split, as well. Since the Prime Meridian goes from pole to pole, it even cuts into Antarctica, but not all the way across it.
